<p>Voting began on Thursday across eight States and Union Territories, including Delhi, to elect 85 MPs in the fourth and penultimate phase of Lok Sabha elections.</p>
<p>As many as 9.46 crore people are eligible to vote in this phase, in which 1,315 candidates including 119 women are in the fray.</p>
<p>BJP President Rajnath Singh (Ghaziabad), Congress&#8217; Pranab Mukherjee (Jangipur), SP chief Mulayam Singh Yadav (Mainpuri), RJD supremo Lalu Prasad (Pataliputra) and National Conference chief Farooq Abdullah (Srinagar) are the big names contesting in this phase.</p>
<p>Other prominent candidates include Congress&#8217; Kapil Sibal (Chandni Chowk), Sachin Pilot (Ajmer), Shekhar Suman (Patna Saheb), Ajay Maken (New Delhi), BJP&#8217;s Shatrughan Sinha (Patna Saheb), HJC&#8217;s Bhajan Lal (Hisar) and RLD&#8217;s Ajit Singh (Baghpat).</p>
<p>Polling, which commenced at 7 am, is being held across 1.29 lakh booths.</p>
<p>Since the polls began on April 16, election has been completed to 372 seats of the 545-member Lok Sabha. Elections are held only to 543 seats, as two members are nominated from the Anglo-Indian community.</p>
<p>Polling to all the 25 seats in Rajasthan, 10 in Haryana and seven in Delhi will be completed at one go. Elections will also be held to three seats in Bihar, one in Jammu and Kashmir, four in Punjab, 18 in Uttar Pradesh and 17 in West Bengal</p>

<p>Police have seized over 200 million rupees unaccounted money in Andhra Pradesh in a drive against splurge of black money and free liquor by politicians and their cohorts in the run up to general polls.</p>
<p>“Similarly, more than 20 crores of rupees are under verification which have been seized during the course of checking. The assistance of the income tax department is also being taken on verification of the tax,” said A.K Mohanty, Director General of Police, Andhra Pradesh.</p>
<p>He said that over 11,000 cases have been registered and about 9,000 suspects detained. Most of the cases include circulation of liquor in unauthorised manner.</p>
<p>The police have set up check posts to check illegal transfer of money, liquor, weapons and explosives.</p>
<p>“Drive against anti-social elements are being continued on a very consistent manner through check posts, surprise checks, checking and frisking, ” saidohanty.</p>

“Telangana is part our agenda and we will continue to check all efforts turn fruitful to get the separate state for the region” says AICC president Sonia Gandhi in her Karimnagar campaign meeting on Tuesday. The much debated T-issue which didn’t even find place in the State Congress Manifesto, was again seen in the speech of her mentioning that the party fully supports the cause and neither its party nor its leaders are against it. She visiting the region to woo voters in the coming elections is certainly a strategic statement of Congress kind.</p>
<p>The tear jerk show statement made yesterday has picked more criticism than applause as none of the leaders and leaders of the region including her own party weren’t happy with just the statement. Many say that it was so untimely statement made and this clearly presents the nakedness of the party in front of all and her appeal this time definitely go down without any response from the public or will not create any favours towards the chances of the party.</p>
<p>She came down severely on BJP and TDP in her speeches at Bhuavngiri and Vijayanagaram, saying that the alliances formed regionally have no objective of public service but only holds interest in power and appealed to people not to vote for such groups which can’t make bring development to people. She requested people to be determined to vote for Congress for the developmental programs made by the ruling Congress government and they need to vote for Congress so as to finish the other developmental programs which they planned for the future of the people of the State.</p>
<p>Her statements seem to have not picked any credibility in the state, as most of the public believed that it was the same statement made in her earlier meetings too. The campaign seems to have done nothing much better in the fortunes of the Congress; it was all the way Madame Show and offered nothing new. CM YS Rajasekhar Reddy and State PCC President D Srinivas were present in her meetings along with the regional leaders.</p>

<p><strong>Praja Rajyam Party (PRP)</strong> chief <strong>Chiranjeevi</strong> on Sunday said there was a likelihood of a fourth front emerging at the Centre after the <strong>general election</strong>.</p>
<p>&#8220;My feeling is that why should a <strong>fourth front not be formed at the Centre</strong>. Those parties which are opposed to the current formations can join hands with us to from the fourth front,&#8221; <strong>Chiranjeevi</strong> told reporters here.</p>
<p>He said the PRP would not support the BJP-led NDA, it would also not support the UPA as the Congress is their main rival in Andhra Pradesh. &#8220;Since we are also opposed to the TDP there is no question of supporting the Third Front either, &#8221; Chiranjeevi added.</p>
<p>The <strong>PRP Chief asserted</strong> that voters of the state would give a clear verdict in this month&#8217;s election and ruled out a split verdict. Asked which party would the PRP support or which party support it would take in case of a hung assembly Chiranjeevi said such scenario could be ruled out completely.</p>
<p>&#8220;The people are very clear and there is no confusion in their minds,&#8221; he observed.</p>
<p>Asked if he would make a dalit the chief minister if PRP was voted to power, Chiranjeevi replied it all depended on the peoples wish. If the people wanted Chiranjeevi would become the chief minister or a dalit could occupied that post, he added.</p>

<p>Suspense is running high among Praja Rajyam cadres in East Godavari with party chief Chiranjeevi yet to finalise candidates.</p>
<p>Congress and Telugu Desam have announced their candidates for 19 Assembly segments and three parliamentary constituencies, and the PRP aspirants had been hoping that the honcho would make his choice known during his five-day Praja Ankita Yatra.</p>
<p>Meanwhile, PRP is trying to field film hero of yesteryear Krishnam Raju from the Rajahmundry parliamentary constituency to face another glamorous face of yore Murali Mohan (TDP) and Congress candidate Undavalli Arun Kumar.</p>
<p>Raju is keen to contest the Kakinada parliamentary seat which he had won earlier as Bharatiya Janata Party (BJP) candidate. If Krishnam Raju rejects the Rajahmundry ticket, the PRP chief will finalise the candidature of Margani Nageswara Rao or Jasti Murthy.</p>
<p>As for the Kakinada parliamentary constituency, PRP leader Chalamalasetti Sunil is vying for the ticket. What will happen if Krishnam Raju were given this is an interesting question.</p>
<p>For the Amalapuram parliamentary constituency, the PRP is trying to field Prameela, wife of former Mala Mahandu leader PV Rao.</p>
<p>The Assembly hopefuls are impatient, moreso since Congress and TDP candidates have already started electioneering.</p>
<p>But the PRP top brass seems apprehensive over the reaction of disappointed cadres at a time when the supremo is touring the district.</p>
<p>The wrath being faced by the party from cadres in Telangana and North Andhra districts has made them wary.</p>
<p>For their part, the cadres feel it would have been best for Chiranjeevi to make the announcement during the Praja Ankita Yatra and introduce the candidates to the people.</p>
<p>Meanwhile, Chiranjeevi has said he would announce the list after the completion of the yatra in the district.</p>

<p>Junior NTR, the TD’s star campaigner, is expected to be out of action for two weeks, following injuries he sustained in a road accident on Thursday.</p>
<p>The TD will fall back on Balakrishna to lead the campaign. Mr Lokesh Naidu, son of the party president, Mr Chandrababu Naidu, may canvas at select places.</p>
<p>An ashen-faced Jr NTR reached the hospital at about 2.15 pm. He had blood on his forehead, lips and on the head. He got down from the car amidst a crowd of media personnel and fans, and lay on a strecher.</p>
<p>Doctors sutured a gash on Jr NTR’s forehead. He reportedly suffered a mild fracture in the vertebrae besides fracture to two ribs on the right side. He is out of danger, doctors said.</p>
<p>“He is progressing very well. He is conscious and is able to recognise everyone. He was put on liquid diet but keeping his recovery in mind he will be put on solid food from Friday night,” said Dr B. Bhaskar Rao, CEO of KIMS.</p>
<p>Jr NTR told Balakrishna and Mr Naidu that he would get back to campaigning. “He is recovering and is keen on resuming electioneering,” his uncle and actor Balakrishna said. “I advised him to take rest.”</p>
<p>Mr Naidu said, “We are more concerned about his health than his campaign. We hope he will get well soon,” Jr NTR’s father N. Harikrishna said his son got a second lease of life. There was stream of visitors including members of his family and from the film and political fraternity.</p>
<p>Others travelling in the car were actor-friends Rajiv Kanakala and Srinivas Reddy, one Ramu and another person, Uday. They refused to call an ambulance and chose to drive to Hyderabad in his convoy.</p>
<p>The Suryapet circle inspector, Mr Laxminarayana, told this newspaper over phone that they had no idea about the driver of the car. The Mothe sub-inspector, Mr Mohd Iqbal, has been sent to Hyderabad to investigate.</p>
<p>“We have registered a suo motu case of rash and negligent driving as there is no complaint,” Mr Lakshminarayana said. The car was released in the morning.</p>
<p>Mothe police has booked a case of rash and negligent driving under Section 279 of the<br />
Indian Penal Code against the driver for endangering the lives. It has been decided to<br />
alter the case as rash and negligent act leading to injuries under Sections 337 and 338 of the IPC.</p>
<p>Section 279 IPC is punishable for six months imprisonment or fine or with both. Under 338 IPC the imprisonment may up to two years or with fine or with both.</p>
<p>&#8220;The accident took place around 10 pm about a furlong from the police station. Our personnel rushed there when the heard the sound. By that time they were shifting Jr NTR out of the car. We are not sure who was driving. They are naming one Mr Uday,&#8221; Mr Lakshminarayana said.</p>
<p>Rajiv Kanakala, who was in the vehicle, said Jr NTR was trying to avoid a dog at a steep curve when he lost control. Later in the day. Jr NTR supporters denied he was at the wheel.</p>
<p>Mr Iqbal said police could not conduct a breathalyser test on the driver since the<br />
convoy left immediately after the accident.</p>
<p>The Nalgonda superintendent of police, Mr B Srinivasulu, said, &#8220;We are still to get to interview Jr NTR. Those who were travelling with him named some other person as the driver.&#8221;</p>

<strong>Telugu Desam Party</strong> (TDP) President Mr. Chandrababu Naidu released TDP Manifesto for 2009 AP Assembly Elections in the same lines as Tamilnadu’s DMK party’s manifesto in prior elections. The manifesto includes such popularistic promises such as distribution of color TVs to poor families and distribution of money every month for families below the pverty line, poor families and middle class families.</p>
<p>TDP says it will cost Rs 10,000 crore to implement for the ambitious scheme to give Rs 2,000 each every month to below the poverty line families. Poor families and even middle class families are eligible for the cash transfer scheme: poor families will get Rs 1,500 and for middle class families it will be Rs 1,000.</p>
<p>Mr Chandrababu says, “Bank accounts with ATM facility will be opened on the name of a female family member and the money will be transferred to the accounts every month”. The modalities as to who falls under the poor and middle class are being worked out, he added.</p>
<p>The colour TV sop, borrowed from the DMK regime in Tamil Nadu, is aimed at poor families. Based on the number of official BPL families in the state, and at the rate of Rs 2,000 per TV set, it is expected to cost about Rs 3,000 crore.</p>
<p>The party also said it would continue free power now given to farmers by the ruling Congress government.</p>

<p>Here are some of the highlights of the BJP manifesto for Andhra 2009 Assembly Elections.</p>
<p>    * Formation of Telangana state in 100 days,<br />
    * Farmers’ loan waiver for upto Rs 50,000,<br />
    * A scheme to deposit Rs 21,116 for girl child<br />
    * Offering ‘mangal sutra’ to poor brides</p>
<p>Seeking to cash in on the sentiments for separate Telangana statehood in the region, the BJP promised it would carve out Telangana state out of AP in 100 days if the NDA came to power at the Centre.</p>
<p>“Regional parties like TRS and TDP cannot realise this. We are a party that gives Telangana. We are not the party to ask for Telangana from others,” state BJP president Bandaru Dattatreya told reporters after releasing the manifesto here.</p>
<p>Asserting that the party gave top priority to agriculture, he said the BJP government would spend four per cent of the state GDP on the sector.</p>
<p>“Irrespective of the holding, we shall provide loan waiver for up to Rs 50,000. We shall extend loans to farmers at four per cent interest. Free power will be provided for irrigation facilities for pump sets of less than 10 horse power,” Mr. Dattatreya said.</p>

<p>Telangana Rashtra Samithi is virtually making dadagiri in Mahakootami, causing a lot of disgruntlement among its partners. Though the TDP has agreed to concede nine of 17 Lok Sabha seats and 48 out of 119 assembly seats to the TRS, the latter is still creating troubles to the grand alliance. In the morning, there were indications to the media that TD president N Chandrababu Naidu would formally announce the common list of candidates of all the alliance partners on Wednesday afternoon.  But to the utter dismay of the partners, the TRS announced its first list of 15 candidates in the morning, including a couple of seats being claimed by the TDP.</p>
<p>The TD leaders got upset and when contacted, they were told that it was an auspicious time and hence, the TRS had to announce the list. Subsequently, changes were made in the list. Peeved at the way TDP was pampering the TRS, the CPI-M announced the list of 20 assembly constituencies where it would be contesting, stating that it had not agreed for 16 seats as was leaked to the media. CPI-M State secretary B V Raghavulu declared that the seat sharing talks in grand alliance had not yet been completed. As a result, teh TDP was compelled to release its first list of candidates for 27 assembly seats.</p>
