The Congress leadership seems to have taken serious look into the social background of every candidate in its selection for the Assembly and Lok Sabha seats. The party leadership is understood to have considered the social combinations and tried to accommodate those who have been with the party rather than giving representation to the castes that are with the rival parties. In this connection, the Congress had cut the size of the Kammas and the Kapus, who are mostly with the Telugu Desam and Praja Rajyam Party, while keeping intact the other castes.</p>
<p>The party had cleared names for all 42 Lok Sabha seats, while it had kept four Assembly seats in abeyance, names for 290 seats were cleared. The Congress had named 87 Reddy candidates, which was 75 in the 2004 elections, while it had brought down the Kamma representation to 16 from 26 in the last elections. The Kapus too were cut to size in the Congress list as only 15 candidates were given ticket against 24 in 2004 elections.</p>
<p>Among the other upper castes, the Congress had reduced the Kshatriyas from 9 in the previous elections to 7 now, while the number of Vysyas has increased to 4 this time against 3 in the last elections, followed by Velamas whose number had gone up to 8 from 5 in the last elections and Brahmins to 4 from 2 previous elections.</p>
<p>The BCs number had considerably gone up this time by 26 seats this time with 66 BC candidates getting tickets against 43 in the 2004 elections. The Yadava community got the highest number of 11 seats against 4 in 2004, followed by Munnuru Kapus whose number had gone up to 9 against 3, Gowdas to 7 against 2, Mudiraj to 6 against 1 and Padmasali to 4 against 3. The fishermen who could not find place in the 2004 elections, were now given the party ticket in three places. Among other BCs, Kalinga and Boya were also given due representation.</p>
<p>In the Scheduled Castes, the Congress had given representation to 6 each to Lambada and Koya sub-sects and 7 seats to the other small ST castes, which, the party feels would help in getting the small sects moved in favour of the party. The Minorities too have walked with lion’s share as the party had named 16 candidates this time against just 8 in the last elections.</p>
<p>The party had also tried to maintain balance between the two warring SC groups of Malas and Madigas by giving them equal representation. However, the party had failed to recognize the other sub-sects in the SC lists.</p>
<p>It is now to be seen how this caste combination works for the Congress in facing the united Opposition and filmy Praja Rajyam Party.</p>

<strong>Praja Rajyam</strong> president K. Chiranjeevi has said that by giving party tickets to only 66 candidates from the backward classes, Chief Minister Y.S. Rajasekhara Reddy stood exposed.</p>
<p>At a press conference on Sunday, he said after crying hoarse that the list of candidates prepared by the Congress would truly reflect the party’s sincerity towards implementing social justice, people expected him to ensure that at least 100 seats were allotted to the BCs.</p>
<p>However, the Congress ended up giving 138 seats to the forward classes, including 87 to those from one single community (Reddys), he said, reminding the Chief Minister of the unanimous resolution passed in the Assembly in August 2008 that all parties must give one-third of the tickets to the BCs.</p>
<p>“The Praja Rajyam will not go back on its promise of ensuring social justice, by giving over 100 seats to the BCs,” Mr. Chiranjeevi reiterated, demanding that Dr. Reddy should quit office for not keeping his word.</p>
<p>Referring to the large turnout at party’s rallies in Tirupati, Rajahmundry and at the Parade Grounds here on Saturday, he said it was proof of the party’s popularity across all three regions. “There is a silent revolution happening and the day is not far, when people will vote for change and for social justice,” he said.</p>
<p>He shook his head in response to a query whether Praja Rajyam would ally with the TRS, with reports of the latter likely to break away from the Grand Alliance. “The time for talks is over. Members of the alliance want the world to know they are united, but fact is, they have their individual agenda.”</p>
<p>Asked about the search for a common symbol, Mr. Chiranjeevi said he was prepared to wait till the last minute for it. “We have furnished proof of our large membership and we are hopeful of justice being done by the EC. Otherwise too, we have our alternate plans,” he said.</p>

<p>Arrangements have been made for filing of nominations by candidates on Monday when the Election Commission will formally issue the notification for holding elections in <strong>22 Lok Sabha and 154 Assembly constituencies</strong> in North Coastal <strong>Andhra and Telangana</strong> regions.</p>
<p><strong>These constituencies will go to the polls in the first phase on April 16.</strong></p>
<p>The EC on Sunday notified the names of the returning officers (RO) for all these constituencies along with the locations of their offices to receive the nominations from candidates.<br />

<p>These details were displayed on the notice-boards at the constituency headquarters and at the Collectorates and put on the website of Chief Electoral Officer I. V. Subba Rao ( www.ceoandhra.nic.in). The nominations will be received from 11 a.m. to 3 p.m.</p>
<p>Announcing these details at a press conference here on Sunday, Mr. Subba Rao warned candidates and political parties violating rules while filing nominations, saying “follow rules or face action.”</p>
<p>A videographer attached to each office of the ROs, as a rule, would videograph the candidates while filing nomination and the CD of the recording would be kept with the RO to take action later wherever necessary. Only four persons would be allowed to accompany the candidate.</p>
<p>Mr. Subba Rao asked the ROs not to take decisions instantly to reject nominations on flimsy grounds like non-filling of some column in the application form. He advised them to get the columns filled by the candidate.</p>
<p>Over three crore out of 5.67 crore voters in the State would participate in the phase I polling to be conducted at 36,115 out of the 66,364 polling stations in the State.</p>

You may not have heard of Rammanohar Lohia, whose birth centenary year begins on this very day, and his brand of indigenous socialism. But the quotation reminds us of the importance of democratic accountability in between elections. It also invites us to go beyond the usual questions such as “Kaun banega pradhan mantri?” to ask a more profound one: “How does it matter?”</p>
<p>At this point, the electoral race may end up with any one of three possible outcomes: a Congress-led UPA win, a BJP-led NDA victory or a Third Front coming out ahead. Right now, the ruling UPA looks to be the frontrunner. But so did the NDA at this stage in 2004.</p>
<p>With each passing day, the NDA looks less and less likely to emerge the winner, but it is too early to rule it out. After all, the Third Front looked as good as dead till a fortnight ago. Today, it has bounced back into contention, perhaps ahead of the NDA. With the exception of 1996, it is difficult to think of an election as open as this one.</p>
<p>Yet this suspense is not born out of uncertainty. In fact, though the possibilities of government formation are wide open, the range of possible electoral outcomes is actually very narrow. You don’t need to be a psephologist to make some forecasts. Unlike the elections of the 1970s and 1980s, there will be no nationwide wave. The final outcome will reflect the sum total equilibrium of political forces at the State level.</p>
<p>This will result in yet another hung parliament, like every Lok Sabha election since 1989. You could also make bold to say that unlike 1999, no pre-poll alliance will secure a majority. With a little bit of risk, you can rule out a dramatic fall in the tally for the UPA, or a dramatic rise for the NDA. Not many would disagree if you predicted a sharp fall for the Left and a rise for other partners of the Third Front.</p>
<p>We may know all this and yet we don’t know enough. The difficulty is not that we are clueless about the outcome; the problem is that what we know doesn’t help us answer the simple question of who will form the government. It is not that there are too many moving parts in the majority equation. The challenge is that since there are too few parts that can move, and the slightest movement can tilt the balance. Even 10 to 20 seats changing hands can alter the equation dramatically.</p>
<p>There is no way to resolve the suspense at this stage. It would take a brave soul to forecast a precise outcome. What we can only do is to keep our gaze fixed firmly at the State level. This election is all about the States. Even though the election is at the national level, the voters will exercise their ‘principal’ choice at the state level, which is reflected in a derivative way at the national level.</p>
<p><strong>No simple formula</strong></p>
<p>In thinking about the States, we need to avoid any simple formula like ‘anti-incumbency’. There are many States (with 116 Lok Sabha seats, 72 of them held by the BJP) where the State government was elected in the last year or so and can look forward to an easy confirmation of its probation.</p>
<p>However, the largest category is that of states facing a mid-term review. This accounts for a little over a majority of the seats in the Lok Sabha: 55 in UPA-ruled States, 84 in NDA-ruled States and 142 seats in states run by third force formations like the Left and the BSP. And then there are 137 seats in States where the government awaits a final approval or disapproval of the electorate. But we cannot assume anti-incumbent outcomes in these states. The rate of rejection of state governments has fallen sharply over the last decade.</p>
<p><strong>We can now do the sums and ask some simple questions:</strong></p>
<p>—Will the UPA make up in Kerala, Rajasthan and West Bengal what it loses elsewhere?</p>
<p>—Will the SP and Congress come together in UP and, if they do, will the alliance work on the ground?</p>
<p>—Can the NDA’s gains in Gujarat, Bihar, Jharkhand and Assam make up for its losses elsewhere?</p>
<p>—How much can the Third Front partners damage the UPA in AP and TN?</p>
<p>Having done the sums, we can perhaps ask bigger questions: do these elections make a difference? How does it matter as to who forms the government? Some might say that in the last two decades we have moved closer to Lohia’s vision of citizens holding governments to account. Governments, MPs and MLAs lose elections much more often today than they did in Lohia’s time because of performance or really the lack of it.</p>
<p>Yet as the frequency of electoral accountability has gone up, the scope of accountability has actually narrowed. Since people vote for or against state governments in a Lok Sabha election, there is no real electoral forum for a popular verdict on the working of the Union government that still controls a vast range of powers and resources. Lok Sabha elections will come and go but we may not fully know what the people thought of the performance of this UPA government .</p>
<p>If we take Lohia’s agenda of social justice seriously, we might feel that elections have led to greater social inclusion. And we would be right about the last two decades. But it doesn’t take long to see that the inclusion of a wider range of political, regional, social and indeed ideological interests has not expanded the agenda of governance. Every small and big party is a part of the political establishment.</p>
<p>The voters can shuffle the establishment but they cannot throw it out. They can change governments but they cannot change policies. An apparent instability in government has been accompanied by a uniformity in the policies followed by all governments. Till the Lok Sabha election of 2004, we could say that something crucial was at stake: the election was to decide the fate of the idea of India and about who counted as a citizen in this country. It would be hard to pretend that the forthcoming electoral battle involves any such thing.</p>
<p>Remembering Lohia on this day reminds us of the deep irony in this election: the greater the suspense over who eventually forms the government, the lesser it matters. </p>

<p>The election process has been set in motion. With the issuance of poll notification on Monday, tension has started mounting up in all political parties. Compared to all the other parties, the Congress is sitting pretty by announcing the list of candidates well in advance and Chief Minister Dr Y S Rajasekhara Reddy is oozing confidence over the Congress party’s victory in the elections.</p>
<p>The Chief Minister gave a series of interviews to the media on Sunday and happily posed for photographs. Among the three major Telugu dailies, Andhra Jyothy gave a positive headline for YSR, stating that the people’s verdict would be in favour of the Congress. Eenadu carried the interview in its election special page, stating that corruption would not be an issue in the elections, as no allegation of corruption was proved. Sakshi, however, used the interview to attack the Telugu Desam, saying that Naidu was giving impracticable “all free” promises, knowing fully well that he would not come to power.</p>
<p>On the other hand, the Opposition parties, particularly the Telugu Desam is in disarray, as there is no progress in the seat sharing talks among partners of Mahakootami. As regards Praja Rajyam, the first list might be released on Monday, but it is still groping in the dark about its election symbol. Sakshi suspects it to be a clever strategy on the part of Telangana Rashtra Samithi to prevent dissidence within the party. Eenadu made it a big banner, stating that the Telugu Desam and TRS were adamant on their seats and that KCR had fixed a deadline till Monday afternoon.</p>
<p>The appointment of A K Mohanty as new DGP, demise of yesteryears’ hero T L Kantha Rao, death of four Andhra students in the USA, decision of IPL to shift the cricket matches to foreign land and disqualification of Varun Gandhi by the Election Commission are the other important developments that were carried in brief on the front pages of the dailies.</p>
