Andhra Pradesh Chief Minister Y.S. Rajasekhara Reddy, who once again led Congress to victory in the state, will take oath for a second consecutive term on May 20, party sources said here Saturday.

The newly elected of the Congress will meet May 19, where he is likely to be elected as the leader, the source said.

YSR, as the chief minister is popularly known, is leaving for Delhi Sunday to meet party president Sonia Gandhi and other central leaders. The central leadership is likely to approve YSR’s name as there is no other contender for the top post.

Congress has won 156 seats, a comfortable majority in the 294-member state assembly.

YSR told reporters that the new leader would be elected by the legislators in accordance with the wishes of the party’s central leadership.

The swearing in ceremony will be held in Lal Bahadur Stadium, where he had taken oath as chief minister May 14, 2004 after leading the party to victory with a huge majority.

The chief minister also called on Governor Narayan Dutt Tiwari Saturday evening. The party sources said it was only a courtesy call.

YSR, who became first chief minister in the state’s history to complete full five years last Thursday, also achieved the distinction of leading Congress for the second consecutive term since 1982.

The election trends available from all parts of the state have come as a surprise for Telugu Desam president N Chandrababu Naidu. He is not able to decide whether he should cry or laugh over the outcome.

According to the trends available so far, Naidu’s party would end up with around 105-110 seats, as agaist 143-145 of the Congress. Even if the partners of grand alliance join him, Naidu cannot form the government as the tally comes to only 120. Even if begs and bargains with the Praja Rajyam Party, it is impossible to cross 140. So, Naidu would have to sit in the Opposition again.

On the other hand, the saving grace for Naidu is that his party’s strength has gone up by more than double in the assembly and he will be a more formidable opposition now. The Congress, with its razor thin majority cannot function at its whims and fancies. So, Naidu has at least some thing to cheer about!

The biggest setback in the elections is for Telangana Rashtra Samithi president K Chandrasekhara Rao, who thought he would hold the key in the formation of the next government at the Centre as well as the state.

First of all, it is not the NDA, but the UPA, which is going to form the government at the Centre. So, there is no question of the TRS playing any role in the Centre. What is worse for KCR, he is trailing behind in his own Mahbubnagar constituency and even if he wins, it would be with very thin margin.

In the state, the TRS would be just crossing the double figure with great difficulty. And it is not Mahakutami, but the Congress which is going to form government in the state. What is more interesting is that the Congress has done much better than expected in Telangana, while Mahakutami’ s position is not so great. In fact, the alliance with the TRS had done more harm than good to the TDP in Telangana.

And with the UPA forming government at the Centre, the Telangana dream would be shattered completely!

JR. NTR is now set to come up with yet another appeal to the voters in a live broadcast on TV. It remains to be seen if he will resort the same theatrics as he did the first time or will he come up with a simple yet heartfelt appeal for votes.

The Praja Rajyam could be a game-changer in the second phase of elections on April 23, though it did not fare too well in the first phase.

It is believed that the Praja Rajyam will take up to 25 per cent of the votes in the segments where it commands influence, and up to 10 per cent elsewhere. The big question is from which party the votes will come from.

The second phase polls cover 140 Assembly seats in 10 districts of coastal Andhra and Rayalaseema and is crucial to both the Congress and the Telugu Desam.

According to intelligence reports, the Congress can win 60 seats in the first phase and 90 out of the 140 going to the polls in the second. Winning anything less than 90 will make it difficult to retain power.

The TD and its poll partners have to win at least 60 seats in the second phase, after claiming that it will get 90 seats in the first. Both the Congress and the TD have acknowledged that they will suffer Chiranjeevi cuts in East and West God-avari districts. But it is the Chiranjeevi impact in Nell-ore, Prakasam, Guntur and Krishna districts that is wo-rrying the two main parties.

The Praja Rajyam candidates will poll between 5,000 and 20,000 votes in seats in these districts. That is a sizeable number in a keen contest. In Rayalaseema, however, the Praja Rajyam may not cut heavily into the Congress and TD votes as its influence is waning; the fight could be confined to a very few segments.

According to sources, Praja Rajyam candidates have edge over its rivals in Kakinada and Amalapuram Lok Sabha seats out of the 20 going to polls on April 23. Its influence is more felt in East and West Godavari districts. PR candidates have edge in the Assembly segments of Anantapur, Allagadda, Panyam, Alur, Rajampet, Proddutur and Tirupati, where Chiranjeevi is the party candidate.

It also expects a strong showing in Kavali, Nellore Town, Ongole, Giddalur, Guntur West, Vijayawada West, Bandar, Eluru, Polavaram and Palacole, where Chiranjeevi is also contesting. Jaggampet, Ramachandrapuram, Mummadivaram, Kottapeta, Mandapeta, Rajanagaram, Rajahmundry City, Peddapuram, P. Gannavaram and Kakinada Urban are other seats where the Praja Rajyam is seen to be strong.

T. Prakash Reddy, who is a candidate from the Rapthadu assembly constituency, was arrested by a police team from Bangalore on Sunday. He was taken to Bangalore, where a court sent him to judicial custody.

The arrest of Prakash Reddy has come as a blow to the ruling party at a time when Chief Minister Y.S. Rajasekhara Reddy is campaigning in Anantapur district in Rayalaseema region.

The police said Prakash Reddy was an accused in the case in which acid was thrown at a manidentified only as Krishnamurthy in connection with a land dispute. The attack took place in 1997 near Bangalore.

Prakash Reddy, one of the 10 accused in the case, was booked for attempt to murder. Though a Bangalore court declared him a proclaimed offender and issued warrants against him, he had failed to appear before the court.

With the Election Commission directing police to execute all pending arrest warrants, the police sent a team to Anantapur to arrest him.

The Congress candidate’s arrest came a day before the chief minister’s visit to Rapthadu constituency to campaign for Prakash Reddy, in an area where the Congress is riven by factions.

Local Congress leaders have alleged that his rival Telugu Desam Party (TDP) candidate Paritala Sunita was behind the arrest. Sunita is widow of Paritala Ravi, a former minister who was gunned down by his rivals in Anantapur in 2005.

Prakash Reddy is also one of the accused in the Jubilee Hills bomb blast case of 1996. The bomb attack was carried out on the convoy of Ravi in Hyderabad. While the TDP leader survived, 25 other people in the convoy were killed in the blast.

The omission of Telangana Rashtra Samiti president K. Chandrashekar Rao from the final rally of Mahakutami at Tirupati on Monday has raised several doubts. While managers of Mahakutami claimed they did not feel the necessity of inviting Mr. Rao to the meeting, he has himself taken cover saying he had developed sore feet caused by extensive campaigning till the other day.
‘Bribing’ the rain god!

Politicians are never found wanting when it comes to scoring brownie points against one another. TDP leaders have finally found out a counter to the Congress’ claims that Varuna Deva (rain god) is a Congress man with former Minister P. Chandrasekhar put up an interesting query. “Why did the Congress government spend Rs. 100 crore on cloud seeding if Varuna is really a Congress man? Was the amount meant to be a bribe to please him?”

All the parties are convinced that they will win majority of the seats in the first phase and have an upper hand in the second phase of elections which will be held on April 23.

Speculative reports in the regional media, based on poll trends gave a clear lead to the Grand Alliance led by the Telugu Desam. Out of the 154 Assembly seats, the reports suggest that the GA will get anywhere between 100 to 110 seats. The lead is attributed to the successful promotion of the colour TVs and Cash Transfer Schemes. The reports prompted the TD chief, Mr N. Chandrababu Naidu, to issue advertisements in select vernacular newspapers thanking voters for “reimposing the confidence in him and thanking them for helping the party win.”

He also said the new schemes announced by him had gone well in the polls. The TD chief told party leaders to focus on the remaining seats without being complacent. The internal assessment of the party was that it will win 80 out of the 154 Assembly seats. It requires another 70 to get a majority.

On account of these projections, several Congressmen contesting the second phase of elections, enquired from their counterparts in Telangana about the prospects of the party.

Meanwhile, sources in the intelligence department gave a report on the poll trends orally to the Chief Minister. It gave 18 to 20 seats to the Congress in the north coastal region, and 40-45 seats in the Telangana region. It projected that the GA would have a small edge over the Congress in the Telangana region, and gave 60 seats to the alliance and another six to eight seats in the north coastal area.

This temple town has been in the political limelight ever since Telugu megastar Chiranjeevi decided to contest from this prestigious Tirupati Assembly constituency.

In fact, it was from here last August that Konidela Chiranjeevi launched his ‘Praja Rajyam Party’ to capture power in Andhra Pradesh on the twin planks of ‘social justice’ and ‘social security.’

Significantly, the Telugu Desam Party (TDP) founder, the late N.T. Rama Rao, chose the same constituency to make his electoral debut in 1983, when he went on to break the Congress’ hegemony in the State.

Mr. Chiranjeevi is also contesting from Palacole in his native West Godavari district to satisfy ‘local sentiment,’ but says his candidature in Tirupati is to fulfil ‘divine sentiment.’

The entry of ‘Chiru,’ as he is fondly known by his fans, has pepped up what otherwise have been a sedate contest in a constituency in which the Congress and TDP have shared the honours almost equally.

With its four lakh population, the town is fast emerging as a major educational and economic hub. The burgeoning city has expanded so much that its peripheral areas have been delinked during delimitation exercise and annexed to the contiguous Chandragiri, once the capital of the Vijayanagara rulers.

Locking horns with the matinee idol are B. Karunakar Reddy of the Congress, a former Tirupati Tirumala Devasthanam (TTD) Board Chairman and blue-eyed boy of Chief Minister Y.S. Rajasekhar Reddy, and K. Sankar Reddy of the TDP, a close associate of former Chief Minister N. Chandrababu Naidu and a former Tirupati Municipal Corporation chairperson. G. Bhanuprakash Reddy is the BJP candidate.

But for the ‘Chiru’ factor, the contest in Tirupati would otherwise be a neck and neck race between two formidable candidates of two equally formidable parties. Mr. Chiranjeevi is a huge crowd-puller; but it remains to be seen whether this will translate into votes.

The Congress and the TDP downplay the crowd factor as mere cinema glamour, but Chiru fans and members of his community — Balijas/Kapus who have thrown their lot behind him almost en masse — call it wishful thinking. Incidentally, the Balija community is the single largest in Tirupati, with 23,000 voters.

While Mr. Karunakar Reddy pins his hopes on the work he did for Tirupati-Tirumala as TTD Chairman, Mr. Sankar Reddy, the former civic chief, is confident that his developmental work will see him through.

Mr. Chiranjeevi’s image and the PRP’s hype has taken a beating in the last one week after resignations by senior party leaders alleging huge kickbacks in the allotment of party tickets to business tycoons. But, the ‘Chiru’ factor is too big to be ignored.
